TRANSNET ASPIRES TO 81MT/Y COAL EXPORT CAPACITY


South African State-owned rail transport enterprise Transnet wants to increase coal-line rail capacity to 81-million tons a year as part of its Quantum Leap project, Transnet GM Divyesh Kalan said on Wednesday.

Kalan told the McCloskey South African Coal Exports Conference that Transnet was also working on a Beyond 81 Million project to increase the rail capacity beyond 81-million tons and to align it with port capacity that would be at a level of 91-million tons in two months time.

Last year, the coal export volume slumped to 61,1-million tons.

He also outlined several initiatives that would improve efficiencies and reduce disruptive cable theft.

Security along the long coal-line from Mpumalanga to the Richards Bay Coal Terminal (RBCT) had been enhanced and copper cables had been embossed with the Transnet logo to be more identifiable.

Steps had been taken to reduce the nonavailability of rolling stock, and locomotives and crew scheduling was being streamlined.

Transnet's build programme involved introducing 750 new jumbo rail wagons to supplement the fleet and to reduce turn-around times.

The implementation of the Quantum Leap project was advanced and there were indications of a break through the 68-million tons level to 70-million tons in the 2010 calendar year.

The Beyond 81 Million project would require the introduction of substantially more jumbo wagons and a significant increase in locomotive efficiencies.

Kalan said that there were also plans to increase the capacity of the Maputo channel and reported that the desktop study on rail options for the Waterberg basin was close to completion.

Kalan said, in answer to questions, that it would be premature to say that Transnet would match RBCT's 91-million capacity position by 2012.

Durban port also reported that there were plans to take Durban's capacity to export mainly coal to five-million tons a year and the bulk cargo facility at Richards Bay port, outside of RBCT, had capacity for additional tonnage.

RBCT CEO Richard Chirwa told the conference that RBCT was already looking beyond the 91-million-tons-a-year level, which would be reached in March, and was aspiring to break through the 100-million-tons level to 110-million tons a year.

Chirwa flashed pictures on to the large screens showing new tipplers and a large stacker reclaimer that were providing RBCT with the ability to handle 91-million tons a year.

McCloskey steam coal forecaster David Price said he was encouraged by the optimism that South Africa would reach higher coal-export levels after several years of coal export decline from RBCT to 61,1-million tons last year.
