DUQM IWPP'S COAL REQUIREMENTS PROJECTED AT 3MT PER YEAR
Oman's first coal-fired Independent Water and Power Project (IWPP) planned at Duqm is envisaged to have a feedstock requirement of around 3 million tonnes per annum of coal. The projection came in a key paper presented on the first day of a seminar organised by the Ministry of National Economy yesterday, spotlighting the use of coal for power generation in the Sultanate.
The presenter, John Evans, of reputed international consultants Parsons Brinckerhoff, outlined the infrastructure and logistics requirements necessary to support the successful development and operation of a 1,000 MW capacity power and water desalination scheme at Duqm. According to Evans, who is Project Manager of the $15 billion Medupi Coal Power Plant in South Africa which with a capacity of 4,800 MW is the biggest of its kind in the world Duqm's annual coal requirement is envisioned at around 2.850 million tonnes.
This equates to roughly 36 ship calls by giant Cape-size ore carriers bringing coal from Indonesia or elsewhere and discharging their cargoes at the multi-purpose port and dry dock hub under construction on Oman's Wusta coast. Other requirements include around 80,000 tonnes of limestone per year, and 1,800 cubic metres of water per day, as well as sizeable investments in cooling water intake and outfall systems, flue gas desulphurisation equipment, emission abatement facilities, support utilities, and infrastructure linked to the handling, storage and transport of coal and other feedstock.
In his presentation, Evans listed two options for the handling of coal at Duqm -- the use of either continuous offloaders or grapple loaders, each having a distinct set of advantages over the other. The transport of coal will typically be undertaken via conveyors travelling several kilometres to the site of the IWPP. Alternatively, slurry pumping through pipelines or tube may be considered, while rail-based transport is an option if the distances covered are substantial, he said.
Also envisaged are coal stockyards not only at the site of the IWPP but also at Duqm port. Designed to hold at least a 30-day supply of feedstock, the stockyards will be typically operated with the aid of either bucket wheel reclaimers or barrel reclaimers. Evans also identified the need for large disposal sites to accommodate the huge volumes of ash and other waste that will be generated during the operational phase of the project.
Duqm's estimated 420,000 tonnes of annual ash output may either be disposed of in specially designed ash dumps or suitably recycled for use in the manufacture of cement blocks, engineering fill for road embankment or other applications. Disposal facilities for around 110,000 tonnes of gypsum will also be needed.
The expert also underlined the significant employment potential and other socio-economic benefits linked to the Duqm IWPP project. In addition to creating 3,000 jobs during the construction phase, the project is expected to provide livelihoods direct and indirect to an estimated 30,000 people and their families when it is operational.
A consortium of consultants comprising KPMG, as Lead/Financial Adviser, WorleyParsons, as Technical Adviser, and Simmons & Simmons, as Legal Adviser, is currently advising the state-owned Oman Power and Water Company SAOC (OPWP) on the establishment of the Duqm IWPP through an international competitive tender process.
OPWP plans to launch the tendering process for the selection of a developer in May 2010 when interested parties will be invited to pre-qualify for the project. An RFP inviting proposals from shortlisted bidders is targeted for release in October 2010. An award is slated for around August 2011. Part of the project will be brought into operation by around April 2015 while full commercial operation is set for January the following year.
