INDONESIAN COAL PRICE REFERENCE UP AROUND 2.17% IN MARCH 2023
 COALspot.com: Indonesian Coal Price Reference up around 2.17% in March 2023.
According to the new HBA regulation No. 41.K/MB.01/MEM.B/2023, the HBA (Calorific Value - 6200 - 6400 GAR coal) has fixed at US$ 283.08 per ton for March 2023 loading.
The Indonesian Coal Price Reference (HBA) is up US$ 6.03 a ton in March 2023, according to data from the Ministry of Energy and Mineral Resources of the Republic of Indonesia. However, the quality of coal for new HBA price is based on 6200- 6400 GAR instead of previous HBA, which was based on 6322 GAR coal.
The Ministry of Energy and Mineral Resources of the Republic of Indonesia is also declared prices HBA I and HBA II for March 2023 shipments.
US$ 136.70 per ton is declared for HBA I (Calorific Value - 5100 - 5300 GAR coal) and US$ 102.26 is declared for HBA II (Calorific Value - 4100 - 4300 GAR coal)
The Ministry of Energy and Mineral Resources of the Republic of Indonesia is no more using Indonesia Coal Index (ICI), Platts-5900, Newcastle Export Index (NEX) and Global coal Newcastle Index (GCNC) to calculate HBA. The HBA is calculated based actual selling prices for the previous month as well as previous 2 months.
The coal price reference in Indonesia was established to fulfil the requirement of mining Law 04/2009 and ministerial decree No.17/2010. In addition to that, it aims to increase government revenue from royalties from coal producers.
The government of Indonesia is publishing a monthly coal price reference (HBA & HPB) since January 2009 to be used by coal producers for all spot as well as term contracts.
However, the official implementation of HBA was commenced since September 2011 and according to government regulation, the coal benchmark price must be used by the holders of production operation IUPs, special production operation IUP's, and CCoWs as a reference in determining the coal selling price for a particular period. Starting from March 2023, the new HBA regulation replaces the previous regulations to determine the HBA, HBA I and HBA II monthly prices.
The declared HBA in this month is valid for the spot price (loading on or before 31 March 2023 or until issuing a new HBA).
