COALspot.com: South Korea state-owned utility Korea Midland Power (KOMIPO) issued an another new tender for total 1,590,000 Metric Tons of Bituminous coal for its Boryeong Power Plant per annum.
According to the tender, the total quantity of coal to be purchased is 1,590,000 Metric Tons (MT) per annum on One Single Fixed Price Based on FOBT. The coal shall be shipped at the port of loading in accordance with the following schedule:

LT02 -- 500,000 MT per annum of min 5,700 kcal/kg NAR coal to be loaded in 2nd CY 2018, 3rd CY 2019 and 4th CY 2020 and 125,000 MT to be loaded 1st CY Nov. - Dec. 2017. Russian and Chinese coal are not allowed to offer for this delivery period.
LT03 -- 490,000 Mt per annum of min 5,700 kcal/kg NAR coal to be loaded in 2nd CY 2018, 3rd CY 2019 and 4th CY 2020 and 70,000 MT to be loaded 1st CY Nov. - Dec. 2017. A South African coal is not allowed to attend to offer for this delivery period.
LT04 -- 600,000 MT per annum of min 5,100 – 5,400 kcal/kg NAR coal to be loaded in 2nd CY 2018, 3rd CY 2019, 4th CY 2020 5th CY 021 and 6th CY 2022 and 1st CY 70,000 MT to be loaded Nov. - Dec. 2017. No Origin restriction for this coal inquiry but Coal to be supplied for any shipment shall be entirely from a single mine and the relevant supporting documents shall be provided and Marketing companies and traders are not allowed to attend.
New bidders are not allowed to attend this tender, the tender terms says.

LT02: Nov – December 2017 to Year 2020
LT03: Nov – December 2017 to Year 2020
LT04: Nov – December 2017 to Year 2022
Quality Specifications (based on ASTM standards)
According to the tender terms, total moisture (as received basis) of coal for Min 5,700 Kcal/kg NAR should not more than 15% and volatile matter (adb) restricted in between min 22% to max 38 %. The total sulfur (arb) of 5700 NAR coal also limited to max 1%, calorific value minimum 5700 kcal/kg and Ash (adb) should not more than 17%.
In the meantime, total moisture (as received basis) of coal for Min 5,100 – 5,400 kcal/kg NAR should not more than 23% and volatile matter (adb) restricted in between Min 22% - Max 45%. The total sulfur (arb) of 5,100 – 5,400 Kcal/kg NAR coal also limited to max 0.9 % on ARB basis, calorific value minimum 5,100 – 5,400 kcal/kg NAR and Ash (adb) should not more than 20%.
Qualifications of the Bidder
Coal producers only who has successfully performed coal supply contract of not less than 300,000MT with power generation companies (or electric power companies) of Korea, Japan, Taiwan and RWE, EDF or steel mill companies of Korea, Japan, Taiwan in total for the past 3 years (from the bid closing date) can participate in this Bid. Bidders shall meet the whole requirement of this tender including but not limited to coal quality specification, shipping schedule, quality, etc.
Restrictions:
LT02, LT 03 and LT04: New bidders are not allowed to attend this tender
LT02 & LT04: Russian and Chinese coals are not allowed to attend
LT03: South African coal is not allowed to attend
LT04: Marketing companies and traders are not allowed to attend. Coal bidder / producers shall own a single mine with the annual production record of min.5 (five) million tons.
Price
Price shall be on FOBT and KOMIPO reserves the right to award the contract on a FOB basis subject to its evaluation. Bidders are requested to offer with quotation in a fixed price up to feasible amount of coal in lots of 70,000MT(+/-10%) -90,000MT (+/-10%), 130,000MT (+/-10%).
Submissions of bids should not later than Sep 15, 2017, 12:00 hrs (Korean Standard Time).
