MINING PERMITS FOR THOSE COMMITTED TO SMELTER DEVELOPMENT ONLY
 Tambang reported tht, Concrete and tangible endeavors are key to guarantee the attainment of added value from mining sector. The Indonesian Ministry of Industry had then called for mining permits to only be granted to investors who are willing to establish smelters and processing facilities domestically. I Gusti Putu Wiriyawan, the Ministry’s Director of Metal Industry stated that efforts should also be made to fend off a scarcity of mining areas, which are now heavily bossed by traders.
He was present at the Ministry for Energy and Mineral Resources on Tuesday, 4 August 2009 to address a discussion on the substance for a draft government regulation as an additional instrument for implementation of the mining law No. 4/2009 (RPP Minerba in its Indonesian acronym).
He mentioned that minerals from the country are exported as raw materials and imported back as processed goods, negatively affecting the competitiveness of Indonesia’s mined products. The new mining law should have aptly governed that mining permits (IUP and IUPK in Indonesian abbreviation) be only given to those willing to develop domestic processing industry. This would eventually lead to support a domestic market obligation (DMO) policy contained in a draft government regulation on mining business.
Mr. Wiriyawan took the example of India who only grant permits to companies who are able to mine and process their mined products. He then mentioned that some local iron ore and iron sand producers could also processed raw products into sponge already. “IUP and IUPK should be given to (companies like) them,” he stated.
He went on to inquire whether a regulation on export verification of mined products could also be included in the RPP Minerba to add to the quality of its legal base.
