SLOW COAL EXPORT REGISTRATION RAISES CONCERNS - THE JAKARTA POST
Several coal mining companies have yet to receive the go-ahead from the Energy and Mineral Resources Ministry to obtain exporting licenses, leading to concerns that millions of tons of coal will not be exported next month.
The ministry’s mineral and coal directorate general has issued 33 recommendations to date, according to Gultom Guska, marketing division and coal production head. A recommendation from the mineral and coal office is necessary for coal miners to process export licenses at the Trade Ministry.
“We are reviewing which companies have fulfilled their obligations with regard to royalty payments, the environment and exploration activities,” Gultom said.
All coal miners, both holders of coal contract of works (CCoW) and coal mining permits (IUP), are required to obtain export licenses. Companies are required to process the license before Oct. 1, a deadline that has been extended from Sept. 1.
At present, there are currently 75 mining firms holding CCoWs and 1,394 IUP holders producing coal, according to figures from the mineral and coal office as of July.
The coal export regulation, aimed at curbing illegal mining, has been agreed to by industry players, but they have demanded a longer transition period to comply with the new rule.
Companies would need at least a three-month transition period to process all the necessary requirements as shipment procedures got complicated, said Bob Kamandanu, chairman of the Indonesian Coal Producers Association (APBI).
Director for coal Bambang Tjahjono admitted earlier that coal players had raised concerns over the new regulation and shipment procedures.
“They particularly objected to royalty payments. Under the new plan, we will require companies to pay royalties before carrying out shipments,” Bambang said.
Indonesia, a major producer of thermal coal, has seen a massive jump in coal production over the last few years.
National coal production last year reached 421 million tons, almost doubling from 254 million tons in 2009, according to figures from the Energy and Mineral Resources Ministry. Most of the coal was produced by CCoW holders. Some claimed that the production volume was actually higher than the government’s figures due to illegal mining activities.
The country’s coal exports reached 431 million tons in 2013, also almost doubling from 220 million tons in 2009, according to figures from the Trade Ministry.
The government is targeting to achieve maximum coal production volume of 421 million tons this year, the same level as last year’s output.
“Given the regulation on coal exports, we are trying to slow down exports. We will slowly flatten national production to secure energy sources for the future as well as reduce exports and increase domestic consumption,” Gultom said.
Out of the total production plan of 421 million tons this year, only 95 million tons is targeted to be consumed by the domestic market.
However, the target will likely be missed as state-owned electricity firm PT PLN, currently the biggest coal consumer in the country, is not sure as to whether it will be able to meet its coal consumption target.
Suryadi Mardjoeki, head of PLN’s fuel and gas division, said the company’s coal consumption to generate electricity had reached only 21 million tons in the first semester of the year, less than a half of its full-year target of 51 million tons.
