INDONESIAN COAL EXPORTS UP BY 6.72 PERCENT IN JULY
COALspot.com: Indonesia, the world's largest multi grade coal exporter shipped 35.268* million tons of coal in July 2013. Indonesian coal exports jumped 6.72 per cent in July compared to June exports. Indonesian coal exports in July were steady instead of low coal prices. Low calorific value coal was the main contributor to keep Indonesian coal exports high in July and most of the low calorific value coal is being exported to India from Indonesia, a trader commented.
According to the information that we obtained from various sources, India, the world’s third largest coal producer and net coal importer was the largest importer of Indonesian coal in July 2013, followed by China the largest coal producer in the world. India also imported more coal in April & May from Indonesia compared to China’s imports.
According to Indonesian coal exports statistics, the China has dominated Indonesian coal imports in first quarter but almost lost to India in Q2.
Indonesia shipped 12.41 per cent more coal to India in July compared to June exports of 9.68 * million tons. India imported mostly low calorific value coal from Indonesia in July 2013. Low calorific value power plant coal of Indonesian origin is still dominating Indian market compare to Chinese market. Indian coal importers, particularly traders are importing Indonesian ultra-low calorific coal for blending purpose with South African and American high calorific value coal.
According to a coal supplier from Sumatera Island, low coal prices' as well low sea freights are encouraging Indian and Chinese buyers to keep an eye on Indonesian coal for last few months. This trend is expecting to continue until next year. But he added, If China's plan to introduce 3% tax for low GCV / lignite coal and the Indian Rupee depreciation are expecting to hit the Indonesian coal exports as well as the prices.
A coal producer from Kalimantan said, "The Chinese regulation on import duty will be applied to coal source from non-SEA countries". The miner further said that, "Free trade agreement between China and the ASEAN countries has brought import tariffs for lignite to zero since the start of 2012".
In the meantime, an another coal producer from the same island, worried that, if Chine introduces import duty for coal below 3800 GAR, then it will hit the price for 4200 gar a bit more stronger than now".
Indonesia shipped 9.74* and 9.86* million tons of coal to China in June and July 2013 respectively. China’s Indonesia's coal imports in July slightly or marginally higher than its June imports.
Indonesian 4200 GAR coal is in high demand compared with other grades of low calorific value coal. But the bids are not attractive from buyer. Specifically Indian Rupee depreciation pushes Indian buyers to put lower bids compare to a month ago.

81.81* per cent of total Indonesian coal exports in July shipped to top five Indonesian coal buyers such as India, China, Japan, South Korea and Taiwan.
Indonesian coal market was almost flat last few days and no major corrections seen in coal prices or reported.
According to Indonesian mining law 4/2009, all coal miners in Indonesia to require to follows the government declared coal prices (HBA) when they conclude a coal sale and purchase contract with their buyers.
The Director General of Mineral and Coal’s declared the minimum selling price for Indonesian coal for August delivery was slightly lower than July's price. The HBA for September delivery is expected any time this week.
The reference price is to be used by coal producers for all spot and term contracts. This coal benchmark price is stated as using a formula based on the index average of ICI-1 (Indonesia Coal Index), Platts-5900, Newcastle Export Index, and global Coal Index. The assessment basis of the coal price reference was calculated considering coal with GCV 6,322kcal/kg (GAR), Total Moisture (AR) 8.00%, Total Sulphur 0.8% (AR), Ash Content 15% (AR) and delivery Free on Board (FOB) Vessel basis.
The government declared HBA for August has fell 6.11% per cent month on month and 9.39% year on year.
The Ministry of Energy & Mineral Resources of Indonesia sets the coal’s spot price benchmark for August 2013 delivery at US$ 76.70 per ton (basis 6322 GAR coal), which is US$ 4.99 lesser than July 2013 price and US$ 7.95 lower compared to the same period in 2012.
According to available information, the Indonesian government was studying a proposal to increase royalty on coal as well as to introduce an export duty for coal next year prior to weakening of Indonesian Rupiah.
Presently, Indonesia’s trade shortfall widened to $2.3 billion in July and oil and gas imports rose 50 per cent, accounting for almost a quarter of overseas purchases, official data show, as reported by Bloomberg recently.
Due to Indonesia’s trade account deficit widened, the market is believes that, the government will not introduce any new regulation which can affect the coal exports in near future.
However, if Indonesia decided to move forward to introduce export duty, China executes its declared import duty on low GCV coal, including for Indonesian origin and weakening of Indian Rupee continues then, Indonesian coal prices as well export quantities will face significant corrections, which can affect new coal mine explorations and mine expansions in coming months / years.
