INDONESIA HAS ISSUED A REGULATION TO BAN THE EXPORT OF UNPROCESSED MINERALS AND METALS BY 2014
COALspot.com - The Indonesian government has finally issued a ministerial decree (7 Year 2012 dated 6 February 2012) to ban the export of unprocessed minerals and metals by 2014.
"The law aims forced the development of the manufacturing sector by compelling resources companies to process materials at home rather than offshore. Mining companies that fail to meet new rules in place from 2014 banning the export of unprocessed commodities will face the revocation of their mining license and the suspension of their shipping activities, a government deputy minister said on Friday," as quoted by Jakarta Globe.
The producers of commodities require to process materials within Indonesia rather than offshore. According to an executive from a domestic shipping company, unprocessed commodities ban will help domestic shipping industry's growth in coming years. “The producers of mineral and metals in Kalimantan island will transport their unprocessed commodities to the facilities in Java Island to process. It will increase domestic shipping activities,” commented an another barge owner cum operator, based in Jakarta.
Small scale mine owners are expected to use private smelting plants to get their commodities processed.
According to the regulation, the companies that breaching the ban would be hit with penalties, including halving their production entitlement, revocation of their mining licenses and temporary suspension of their shipping activities. The sanctions will be imposed by the minister, governor or regent. Big companies won’t have problems with the law, says industry players.
The law bans the shipment of unprocessed gold, nickel, tin, copper, silver, bauxite, iron ore, sand iron, nickel, manganese, antimony, and other commodities. Non-metal minerals such as calcite (limestone), feldspar, kaolin, bentonite, zeolite, silica (quartz sand), zircon, and diamond will also be affected.
However, the regulation was silent on coal export ban. The government is currently drawing up a regulation to ban the export of coal below 5,700 kcal/kg (adb). The implementation of the regulation is expected as of January 12, 2014, aiming that the coal with low-grade can be upgraded upfront prior to export.
