COALINDO ENERGY LAUNCHED INDEX FOR 3400 GAR COAL
COALspot.com - PT Coalindo Energy, in cooperation with Argus Media Limited, launched the coal index for low-rank coal with a calorific value of 3,400 kilocalories per kg. The director general for minerals and coal at the Energy and Mineral Resources Ministry of Indonesia, Thamrin Sihite, on behalf of PT Coalindo Energy has officially launched ICI 5 ( 3400 GAR) on 10 November 2011.
“Currently, we don’t have a market for coal with a calorific value of around 3,000 kcal/kg in the country. However, in the future, there will be more coal-fired power plants built to use low-rank coal, such as the one in Pendopo, South Sumatra, which is owned by DH Energy,” Coalindo’s president director Supriatna Suhala said, as quoted by The Jakarta Post.
PLN, state owned electricity company and the largest consumer of coal in Indonesia wants the ICI 5, which is intended for LRC reference price, should be designed differently as to reflect the domestic price, preferred to be based on cost plus margin approach.
Coalindo is also releasing weekly indexes for other rank coals, such as ICI-1 for 6,500 kcal/kg, ICI-2 for 5,800 kcal/kg, ICI-3 for 5,000 kcal/kg, and ICI-4 for 4,200 kcal/kg.
The methodology used by Coalindo in determining prices is determined by a panel comprising coal producers, buyers, traders and brokers. ICI index is a basket index of Argus (50%) and Coalindo (50%). Argus’s assessment is based on weighted average of deals, as well as bids and offers.
Indonesia’s coal reserves with calorific values 3000 – 3800 kcal/kg on arb basis with TM 50 percent plus the amount to 10 billion tons, according to a presentation presented during launching of ICI 5.
India was the largest buyer of coal with calorific values between 3,800 and 4,000 kcal/kg on arb basis.
According to Thamrin Sihite, the director general for minerals and coal at the Energy and Mineral Resources Ministry of Indonesia, the country’s target is to produce 327 million tons of coal in 2011, comprising 35 million tons of low-rank coal (3,800 – 4,500 kcal/kg); 198 million tons of medium-rank coal (4,900 – 5,200 kcal/kg); and 94 million tons of high-rank coal (5,700 – 6,000 kcal/kg).
Coal production is set for 2012 is 332 million tons, comprising 29.3 million tons of low-rank; 191.6 million tons of medium-rank; and 111.1 million tons of high-rank.
In 2013, production is targeted at 337 million tons, comprising 29.7 million tons of low-rank; 194.5 million tons of medium-rank; and 112.8 million tons of high-rank. In 2014, production is targeted at 342 million tons, comprising 30.2 million tons of LRC; 197.4 million tons of MRC; and 114.4 million tons of HRC.
The director general for minerals said the government would use the ICI-5 to determine the Indonesian Coal Reference Price (HBA/HPB) for low rank coal. If the index [ICI-5] fulfills the criteria of the market, we’ll receive higher royalties (because more mining companies will produce low-rank coal). That’s why we’ll use the index”, as quoted by the Jakarta post.
“In future Indonesia may have two HBA for coal, one for high rank to medium rank coal and another for low rank coal”, Sihite said during launching ceremony.
Recently, the government has proposed to introduce export ban for the coal which is below 5700 kcal/kg on ADB by 2014.
As the director general for minerals and coal has launched (on behalf of PT. Coalindo Energy) the index for 3400 gar coal, it is not clear that, whether government has dropped its plan to ban (export) 5700 below coal by 2014, or planning to revise the minimum permissible calorific value for export.
Indonesian government has set benchmark price for November at US$ 116.65 which is 2.2 percent below October price.
