CHINA IMPORTS MORE THAN 10 MMT INDO COAL IN AUGUST 2011
COALspot.com - Indonesian coal exports dropped 1.642 million tons in August compared to July exports. Indonesia exports 29.662 million tons of coal in August, a 5.24 percent drop compared to its July exports.
India
Indian buyers have reduced Indonesian coal imports in August 2011 to 5.758 million tons from 6.482 million tons m-o-m.
China
Chinese buyers were returned back to Indonesia after silent about almost first three months of this year but now importing huge quantity of coal since April. Chinese buyers have brought 10.353 million tons of coal in August 2011. Chinese buyers are still aggressive toward conclude the deals from Indonesia for prompt loading as well as October - December loading.
As winter is approaching in China, the demand for power is expected to increases thereby the movement in coal may be witnessed resulting in higher consumption. “Chinese buyers are willing to pay an additional 2 -3 US$ dollars compared to last week”, said a coal miner who is used to export majority of his production to China.
54.31 percent of total coal exports from Indonesia in August goes to fuel hungry countries such as India and China.
HBA
Indonesian government has already successfully implemented monthly coal reference price for its coal. The regulation is expected to be (fully) implemented by 22nd of this month.
"The regulation is likely to increase the price of coal, mainly for all Indian Power Projects using imported coal from Indonesia", Sunil K Kumbhat, an analyst from India commented. Coal producers of Indonesia were asked to comply with the government declared coal price reference price prior to concluding any coal sales agreement with its buyers.
Ministry of Energy and Mineral Resources of Indonesia has set the September 2011 Indonesian Coal Reference Price (HBA) for thermal coal at US$ 116.26 per ton, which is slightly lesser than August 2011 price.
Assessment basis of coal price reference was calculated considering coal with GCV (GAR) 6,322 kcal/kg, Total Moisture (arb) 8.00%, Total Sulphur (arb) 0.8%, Ash Content (arb) 15.00% and delivery free on Board (FOB) Vessel basis and applicable for spot contract, delivery between 1 - 30 September 2011.
DMO
Indonesian government has increased the domestic market obligation (DMO) allocation to 82.07 million tons of coal for 2012, which is 4 percent higher than 2011 allocations.
The country is planning to produce 332 million tons of coal in 2012, according to the ministerial decree signed on 25 August 2011. Indonesian coal market stakeholders are in opined that, the prices and demands are expected to move stronger in coming months.
Coal Export Ban
In the meantime, Ministry of Energy and Mineral Resources of Indonesia also drafting a law that may ban coal export if calorific value of coal below 5700 kcal/kg on air dried basis by 2014. If the coal producers do not increase the heating energy above 5700 kcal/kg, it will be banned for export market.
However market reaction was against the proposed ban as Indonesian coal mining association disagrees over this. "We oppose it and plead for its postponement,” ICMA’s Executive Director Suhala Supriatna said to press last month.
"If the regulation is implemented, then the impact will be tremendous, because there are more than 150 million tons of coal low calorific value coal that cannot be exported," commented by Chairman of ICMA.
"If the new definition of low grade coal is applied (<5700 kcal/kg adb), it may be reasonable to believe that such a ban may have impact on the Indian power sector as volumes in this grade of coal are expected to rise in the proportion of coal exports to India. Several of the acquisitions made by Indian power generation companies in Indonesia have been in coal blocks that will produce coal of this grade, and a blanket ban on the exports can jeopardize power plant development in India," said Dipesh Dipu, Director of Deloitte Touche Tohmatsu India Pvt. Ltd.
Indonesian coal is being used by consumers around the world. Hence, any new regulations, restrictions, bans will disturb Indo coal consumers and their sourcing plans.
According to market information, Tamil Nadu Newsprint and Papers Ltd. an Indian paper manufacture has recently concluded a contract to buy 160,000 MT of 6000 GAD and 15% TM Indonesian non-coking coal at USD 90.40. The deal was concluded through electronic bidding and delivery of the cargo would be on a delivered basis.
Indian large scales corporate are aggressively investing in coal mines and infrastructure in Australia. Last week, GVK group, India’s leading infrastructure developer, confirmed arrangements for the acquisition of a strategic part of large, high quality coal resource and infrastructure development project in Queensland for US$ 1.26 billion.(cs)
