NTPC TO IMPORT 12 MILLION TONS OF COAL IN 2011
 COALspot.com: India's State Trading Corp Ltd a public sector Govt of India co. is looking for 12 million tones (+/- 2%) of imported coal for NTPC. The tender submission was originally slated for 8th Nov 2010 and the same has been extended to 12.11.2010.
According to a trader who is familiar with the tender, STC/ NTPC as per the tender terms will not give all total requirements to one single supplier and wish to split between three suppliers.
The first lowest bidder will be awarded fifty percent of total quantity tendered (6 million tons) and second and third lowest bidders will be shared 30 percent and 20 percent respectively of the total tendered quantity if they match the L1 price. However, incase the second and third lowest bidders were not interested to match lowest bid, then the remaining quantity to be re tendered.
The bidders are required to be submit their bids on or before 12 November 2010 and the delivery of cargo would be in 2011.
The trader further said that in addition to the stringent pre qualification requirements the bidders have to furnish huge amount by way of EMD to the tune of Rs.141 crores (approx US$ 33Mn).
Another Indian trader said, Indonesian origin of coal to be the most competitive for Indian state power plants in the past. He further added that, many of the bidders are looking at other origins of coal in view of the recent hike of Indonesian prices and other Governmental restrictions and the threat of VAT implementation as the tender specifies the price to be inclusive of all taxes and duties. The pricing is based on Indian CERC formula. However, major quantity can be from Indonesia.
Indonesian Coal price reference for November loading has increased to $ 95.51 per MT and expecting to increase further next Month.
According to Indonesian big scale producers, Indonesian producers are offering higher price for 2011 supplies as 5900 GAD or 5200 GAR coal being offered at US$ 82 plus for 1Q 2011 delivery.
STC replaced MMTC, which previously bought imported coal on behalf of the state utility. Indian based or Indian companies who are operating from overseas are expecting to dominate this tender compared to 100 percent overseas companies.(cs)
