INDONESIAN STATE AUDIT BOARD COULD ONLY REACHED A SMALL NUMBER OF KP AND PKP2B - MAJALAHTAMBANG
THE LACK of personnel and the very limited time period have been the reasons why the 2nd semester of the special purpose audit for coal mining management, conducted by the Audit Board of the Republic of Indonesia (BPK in its Indonesian abbreviation), could only reach hundreds of Mining Authorization (KP in its Indonesian abbreviation) and 20 Coal Contract of Work (PKP2B in its Indonesian abbreviation).
“Nevertheless, there is the chance that we are conducting the next audit for the same theme this semester,” Dwi Sabardiana, the Head of Sub-Auditoriat IV.B.1 BPK, claimed during an interview on 28 April 2009.
He further explained that BPK has scheduled for an audit for coal mining management since 2007.
Subsequently, Herman Widyananda, a staff for BPK in charge of resources management, assigned the auditors under the responsibility of Hadi Prianto as the Tortama IV BPK. Dwi Sabardiana was appointed as field coordinator for a total of 200 auditors working for the investigation on coal mining management.
The field auditing was effective on September 2008, during the fasting month for Moslems. “We have to go to remote mining areas during fasting,” Dwi Sabardiana expressed.
However, due to the lack of data accuracy, especially for those with the status of KP which are mostly located in remote areas, the team could only manage to audit 20 PKP2B and several hundreds of KP.
The audit discovered 86 cases of Intern Control System flaw, 9 cases involving criminal violation, 42 cases of state’s revenue shortfall, 9 cases of unpaid reclamation fund, 56 cases of environmental damages, and another 10 cases, which have a potential to book IDR 2.69 trillion and USD 778.8 million of state’s loss.
“How many KPs are there in Indonesia? Only God knows,” Dwi Sabardiana expressed his frustration on the inaccurate data of coal mines in Indonesia.
He confirmed that the estimation numbers of existing KP is more than 4,000, so there were so many who has not been audited by BPK yet.
Furthermore, the audit took place only in 4 coal producer provinces, i.e. East Kalimantan, Central Kalimantan, South Kalimantan, and South Sumatera.
“If we can reach more KPs, there would certainly be more alleged state’s loss cases to be exposed,” he concluded.
